Background of the Study
Multiple taxation refers to the imposition of various taxes by different levels of government (federal, state, and local) on businesses, which has been a significant issue for Nigerian companies, especially small and medium-sized enterprises (SMEs). The Nigerian tax system, although designed to support government revenue, often burdens SMEs with a complex array of taxes, licenses, levies, and fees. This situation has been widely regarded as a barrier to the growth and sustainability of SMEs in Nigeria, a sector that contributes significantly to employment and economic development. Despite the potential benefits of a robust tax system, the reality for many SMEs in Lagos State is the prevalence of multiple tax payments, which increase the financial burden and administrative costs associated with compliance (Ibidunni et al., 2024).
Lagos State, being Nigeria’s commercial hub and home to a substantial portion of the country’s SMEs, offers a critical case study for investigating the challenges posed by multiple taxation. These businesses face a wide range of taxes, including income tax, value-added tax (VAT), company registration fees, local government levies, and other charges from various government agencies. Research indicates that the combined effect of these taxes hampers business profitability, discourages reinvestment, and stifles innovation (Oluwaseun et al., 2023). Additionally, SMEs often struggle with the lack of clarity in tax regulations, the inconsistency in tax collection practices, and the absence of proper tax incentives, all of which further complicate their operational environments.
This study seeks to evaluate the effects of multiple taxation on the growth and operational efficiency of SMEs in Lagos State, using empirical data from businesses in the region. By focusing on the specific challenges faced by SMEs in complying with various tax obligations, the research aims to provide insights into how multiple taxation influences business decisions, financial performance, and overall competitiveness.
Statement of the Problem
While taxation is a crucial element of any economy, excessive and overlapping tax obligations can have a detrimental effect on the financial health of SMEs. In Lagos State, where SMEs are a driving force of economic activity, the burden of multiple taxation has become a significant concern. Businesses often face conflicting tax policies from federal, state, and local government authorities, leading to tax evasion, corruption, and an overall hostile business environment (Ibrahim et al., 2023). Multiple taxation results in increased costs of doing business, reduced profit margins, and in some cases, the closure of businesses unable to comply with the complex tax framework.
The lack of coordination between various levels of government and the inconsistent enforcement of tax laws further exacerbate the problem. As a result, many SMEs are forced to allocate a significant portion of their resources to tax compliance, which could otherwise be used for expansion or innovation. However, there is limited research that directly explores the specific effects of multiple taxation on SMEs in Lagos State, making it essential to investigate how this issue affects the growth, sustainability, and financial performance of these businesses.

Scope and Limitations of the Study
This study focuses on SMEs operating in Lagos State, examining the impact of multiple taxation on their operational performance and financial sustainability. The research will cover the period from 2023 to 2025. The study is limited to the analysis of tax policies and their effects on SMEs in the state, and does not extend to large corporations or other regions of Nigeria. Additionally, the study may face limitations in accessing accurate tax-related data from SMEs, as some businesses may be reluctant to disclose financial information.
